SESAM-Vitale

The SESAM-Vitale program, which relies on the “Carte Vitale” (health card) is a dematerialization program of health care insurance sheets in France.

The “Groupement Intérêt Economique SESAM-Vitale” (GIE SESAM-Vitale) was created to ensure the implementation and operational oversight of the data exchange infrastructure, taking the best economic and operational conditions into account:
  • the wide variety of categories of health professionals: doctors, specialists, pharmacists, dentists, nurses, laboratories, physician assistants, etc..
  • the diversity of mandatory health insurance organizations (general, agricultural system, special diets, etc..) and complementary health insurance (additional insurance companies, pension funds ...)
  • the requirement for a practical means of identification, common to all policyholders
The launch of the SESAM-Vitale was founded on a strategic choice: the distribution of smart cards as a medium for individual identification and authentication of the insured patients and health professionals. France thus became the pioneer for a widespread implementation of this technology applied to health insurance.


Mission
 


Infrastructure operator GIE SESAM-Vitale is responsible for the following:
  • overall design of the architecture of the data exchange infrastructure;
  • management of adaptation projects in the infrastructure, necessary for the implementation of new online services developed for health professionals or the insured patients;
  • design of specifications of the Carte Vitale or specific complementary health insurance cards;
  • control of industrial manufacturing processes and distribution of cards to policyholders (Carte Vitale and European Health Insurance Card), technical management and card life cycle;
  • development and distribution of specifications and reference specifications for industrial solution providers and certification of these solutions. Through this activity, the GIE SESAM-Vitale has acquired a real expertise in information systems of the health professionals and has elaborated profound relationships with manufacturers and solution providers;
  • design and implementation of an infrastructure to update the health cards in the field, that is associated with a management and card opposition system;
  • project management of infrastructure security and online routing services;
  • management of the "SESAM-Vitale Network " for data exchange between the GIE SESAM-Vitale and its members and partners;
  • daily supervision of electronic data flows and service quality monitoring;
  • provision of support to mandatory and additional health insurance organizations as well as to equipment manufacturers and solution providers. (*)

» Extension of GIE SESAM-Vitale evaluations

After ELITT’s successful performance in proof of competence verifications, the GIE SESAM-Vitale has pronounced an extension of our evaluation activities. Indeed, as per the 16-1-2012, ELITT is a referenced GIE SESAM-Vitale laboratory for "Terminal Lecteur v03.30" (notably including USB-tests) and "Lecture Vitale v05.00" conformity evaluations.
